The sovereign UNAA (World Government Council) in essence protects all world citizens (peoples) of all people nations. When the rights of world citizens anywhere in the world are disregarded or disobeyed, the World Council of the United Nations Allegiance Alliance will act swiftly to restore these rights immediately. This can only happen when all 196 nations (leaders, bankers, lawyers and doctors etc.) come together to talk, work and walk together to resolve international, continental, intercontinental and global (World) issues, which lie beyond the bounds or limits of a nation.

the government officials of a nation on the other side is needed on
planet Earth. The government officials and the intellectuals of a nation educate the “Will of the People”. The democratic systems on planet Earth don’t work well. A democracy works only when everyone is involved and engaged. A democracy works only when everyone makes a deliberate, conscious and educated choice decision. General knowledge testing, ethical and moral testing and psychological testing is required or prerequisite to prevent narcissistic, megalomaniacal, psychopathological

constituency representatives, the chosen department portfolio cabinet ministers and all the appointed department heads of the public sector. The appointed department heads of the public sector choose a leader. The constituency representatives choose a leader. Each sector of the government controls, regulates, oversees, administers, checks and balances the chosen government extension. The intellectuals through the “Will or Voice of the People” control, check and balance the chosen government extension through an active “open source” democracy system. The intellectuals can call for a revision, change or cancelation of a government order or decree through the “Will or Voice of the People” of an entire nation.

active “open source” democracy what to do. If the intellectuals of a
nation do not accept and respect the order or decree of the chosen
government extension, they can call for a referendum. Through the
help and guidance of the intellectuals of a nation, the “Will or Voice of the People” of an entire nation can cancel or challenge the order or decree of the chosen government extension through an active open source “dialogue” democracy. The 70% democratic referendum vote ruling is based on a conscious, deliberate and educated choice. In an active “open source” democracy there is an ongoing dialogue between the chosen government extension and the “Will or Voice of the People” and the intellectuals of a nation. The problem with democratic voting systems is that most people choose or vote with their feeling, sensing heart and not with their seeing, knowing mind and are therefore not able to make a conscious, deliberate and educated choice. The “Will of the People” of an entire nation lies above the “Will of the
Government”. The Government is a function, operation of the “Will of
the People” of an entire nation. Shared governance is reached through a healthy active open source democratic dialogue between the “Will of the People” led by the unbiased intellectuals of an entire nation and the chosen “Will of the Government” extension. The “Will of the Government” cannot become separated and autonomous from “The Will of the People” of an entire nation.
The chosen government extension of constituency representatives, the chosen department portfolio cabinet and the public sector department heads propose a law (motion) or law amendment through brainstorming and education (expert advice) together. The chosen government extension constituency representatives or the chosen department portfolio cabinet or the department public sector heads propose a law (motion) or law amendment through brainstorming and education (expert advice) as a group sector. In an active “open source” democracy the chosen “nation” cabinet for
example starts the democratic process with a minimum 70% consensus ruling vote after three tries, after which the public sector departmental heads continue the process with a minimum 70% consensus ruling vote after three tries, after which the House or Party of “nation’s” chosen government extension continues the process with a minimum 70% consensus ruling vote after three tries. If the motion is accepted at all three levels of the government extension the law (motion) or law amendment is proposed to the “Will or Voice of the People” led by the intellectuals of a “nation”. The chosen government extension brainstorms, helps, educates, informs, guides and facilitates the people’s nation or the general public and the intellectuals. The goal of the chosen government extension is to create the best
possible “nation” for all its citizens for example to live in. This is real
democratic governance! At the end of the consensual democratic
process it is the “Will of the People” of an entire nation and its
intellectuals ordering or decreeing the chosen government extension
what to do and not the other way around where the will of a select
few chosen individuals get to decide for all the others (entire nation).
The law and order of a nation should not be determined by the will of a select few chosen autonomous individuals. The Government doesn’t separate itself or becomes autonomous from the “Will of the People”. It is also possible for the “Will or Voice of the People” and/or the intellectuals to propose a law (motion) or law amendment to the
chosen government extension. The motion has to pass all three levels of the government extension. The goal of the chosen government extension is to build the best possible “nation” for all its people citizens to live in. This is real democratic governance! A trustworthy, safe and secure paper voucher or electronic voting system needs to be developed. No political heckling, negative add campaigning, cheating, rigging, gerrymandering or computer hacking interference is allowed.
4) There are no political parties or “politics without politics” in a real
democratic governance system. A political party system creates
division, disunion and polarization within and without. There is only
the party of “nation.” There is the ideal of “nation.” There is the
“House” of “nation” for example. The chosen government extension
functions and operates as a common sense brainstorming think-tank
centre with 100% collaboration at all levels to find solutions and
resolutions for “nation” for example. What this means is that each
official member of the government works on making the house of
“nation” the best place for all its people citizens to live in. The chosen
constituency representatives act independently in a 70% democratic
consensus vote ruling. 70% is a pass for a motion. The chosen
independent representatives bring “brainpower” to the table of

In each constituency the intellectuals bring forth 4 or 5 qualified and
tested individuals to take on the task of government official. Standard educational, ethical, moral and psychological profiling tests for government representatives are needed to prevent egoic, dark leadership. Each appointed person has to sell him or herself on his or her merit to the constituency. Once voted in, his or her record will allow them to stay. If the constituency finds the person inadequate in performing the official governmental duties, he or she will be impeached and removed from office immediately. The testing of governmental officials is designed to prevent dark, egoic, self-serving leadership and to check for organizational, managerial, visionary and servant-leadership qualities. Y/N

policing force (army). All people nations, per continent, contribute
personnel and equipment to establish a centralized continental
humanitarian UNAA military policing force (army) to regulate, oversee, administer, control, protect, check and balance all the peoples of the people nations of that continent and the World. When the rights, freedoms and responsibilities of world citizens or people nations anywhere in this World are disregarded or disobeyed, the World UNAA government will act swiftly to restore these rights, freedoms and responsibilities immediately. When natural (inner workings of a planet), environmental (climate, weather) or human (general pollution) disasters, catastrophes or cataclysms happen anywhere in this World, the UNAA World government will act swiftly to control, limit and clear the damages immediately. All nations need to come together through the UNAA and work together. When all nations work together, miracles will happen. This is not happening now because the present UNAA is mostly dysfunctional or is rendered dysfunctional because of non-acceptance and disrespect (undemocratic) and behind the scenes control of the superelites shadow government, who use the UN as their tool to execute their evil plans.
